Dallas-Fort Worth · Weekly Intelligence Brief

Terms of Service

Effective September 2026

Municipal Spend Watch is operated by PCLC Investments, LLC, a Texas limited liability company. In these terms, "we," "us," and "our" refer to PCLC Investments, LLC, and "the service" refers to the Municipal Spend Watch subscription.

These terms govern your subscription. By subscribing, you agree to them. Please read the section on the nature of the information carefully, because it describes what this service is and is not.

1. What the service is

Municipal Spend Watch is a subscription publication. We monitor publicly available meeting agendas, packets, minutes, and related documents published by local government agencies in the Dallas-Fort Worth area, and we publish a recurring brief summarizing items that may indicate future public spending. Each item includes a link to the official public source document it came from.

2. Nature of the information

The service is informational and is provided as-is. We make no guarantee that the information is complete, accurate, current, or free of error, and no guarantee that any project, procurement, or opportunity described will proceed, be funded, be solicited, or result in any contract.

You are responsible for independently verifying any item before acting on it. Every signal we publish links to its official public source document for exactly that purpose.

Our coverage is limited to the agencies and meeting bodies we monitor at any given time. That list changes as we add sources and as agencies change how and where they publish. We do not claim to monitor every agency, every meeting body, or every document in the region, and we may miss items within the sources we do monitor.

We derive our content from public records. We do not have, and do not claim to have, non-public information, inside access, or any special relationship with the agencies we cover.

3. Not professional advice

Nothing in the service is legal, financial, bidding, procurement, investment, or other professional advice. Decisions about whether to pursue, bid on, price, or invest in any opportunity are yours alone, and you should consult your own advisors.

4. Subscription, billing, and cancellation

5. Refunds

We do not offer prorated or retroactive refunds. You can cancel at any time to stop future billing, and your access continues through the end of the period you already paid for.

6. Publication schedule

We aim to publish weekly. Volume varies with the underlying meeting calendar, and some weeks contain fewer items than others. Occasional delays or interruptions may occur. A light issue is not a failure of the service, and we would rather publish fewer well-supported items than pad an issue.

7. Your use of the content

Your subscription is for you and others within your company. You may read, forward internally, quote, and act on the content in the course of your business.

You may not republish, resell, syndicate, or redistribute the brief or a substantial portion of it outside your company, or use it to build or feed a competing product or database. The underlying public records are of course public and free for anyone to obtain; what we ask you not to redistribute is our compiled, edited, and organized presentation of them.

8. Intellectual property

The brief, its organization, its editorial commentary, its categories, and the Municipal Spend Watch name and design are ours. Quotations and excerpts from public records remain public records. We claim no ownership of the underlying government documents.

9. Limitation of liability

To the fullest extent permitted by law, PCLC Investments, LLC, its owners, and its personnel are not liable for any indirect, incidental, consequential, special, or punitive damages, or for any lost profits, lost business, lost opportunity, missed solicitation, unsuccessful bid, or decision made or not made in reliance on the service.

To the fullest extent permitted by law, our total liability for any claim relating to the service is limited to the amount you paid us in the twelve months before the claim arose.

10. Suspension and termination

We may suspend or end a subscription that violates these terms, most commonly for redistribution outside the subscriber's company. If we end your subscription and you have not violated these terms, we will refund the unused portion of your current period.

11. Changes to these terms

We may update these terms. If we make a material change, we will notify subscribers by email. Continuing your subscription after a change means you accept the updated terms.

12. Governing law

These terms are governed by the laws of the State of Texas, without regard to conflict of law rules. Any dispute will be brought in the state or federal courts located in Dallas County, Texas.

13. Contact

Questions about these terms, your subscription, billing, or a correction to something we published: patrick@municipalspendwatch.com. We correct errors promptly and publicly when they affect a published item.
