Privacy Policy

Municipal Spend Watch is operated by PCLC Investments, LLC, a Texas limited liability company. In this policy, "we," "us," and "our" refer to PCLC Investments, LLC.

This policy explains what we collect, why, and what we do with it. The short version is below, and the detail follows.

We collect what we need to bill you and deliver the brief. We do not sell, rent, or trade your information, and we do not share your subscriber list with anyone.

What we collect

When you subscribe: your name, business name, email address, billing address, phone number, and optionally the trade or categories you care about.
Payment information: handled entirely by Stripe, our payment processor. We never see or store your full card number. We can see the last four digits, the card brand, and your billing status.
Email engagement: our email delivery provider records whether messages were delivered, opened, and clicked. We use this to tell whether the brief is landing and being read.
When you email us: whatever you choose to tell us, kept in ordinary business correspondence and in our customer records.

Our website does not use advertising trackers or third-party analytics, and it does not set cookies.

How we use it

To deliver the brief and any service messages about your subscription.
To bill you, process refunds, and keep accurate financial records.
To tailor which items we point out to you, based on the trades and agencies you tell us matter.
To contact you directly about your subscription, including occasional questions about whether the service is useful.
To meet tax, accounting, and legal obligations.

Who we share it with

Only the vendors required to run the service, and only for that purpose:

Stripe for payment processing and subscription billing.
Our email delivery platform for sending the brief.
Our accountant and, if ever necessary, legal counsel, in the ordinary course of business.

We may disclose information if required by law. Apart from that, we do not share subscriber information with anyone, and we never provide subscriber lists or identities to the agencies we cover, to other subscribers, or to any third party for marketing.

What we never do

We do not sell, rent, or trade your personal or business information. We do not use your data to build marketing lists for others. We do not tell anyone which companies subscribe.

Email and unsubscribing

Every issue includes an unsubscribe link, which stops delivery immediately. Note that unsubscribing from email is not the same as canceling billing. To stop billing, cancel your subscription or email us and we will do it for you the same day.

Data retention

We keep subscriber records while your subscription is active and for as long afterward as we need them for tax, accounting, and legal purposes, which is generally seven years for financial records. You can ask us to delete information we are not required to keep, and we will.

Security

Payment data is handled by Stripe and never touches our systems. Subscriber records are kept in access-controlled accounts. No system is perfectly secure, but the amount of sensitive information we hold is deliberately small, which is itself a protection.

Your choices

You can ask us at any time to tell you what we hold about you, correct it, delete what we are not required to retain, or stop contacting you. Email us and we will handle it promptly.

Children

This is a business service and is not directed to anyone under 18.

Changes

If we make a material change to this policy, we will notify subscribers by email.
